I have a box popping up on my screen jumping from one icon to another

The box is highlighting every icon and even when I try to email it jumps from one tab to another and I cannot email.

PowerMac G4, Mac OS X (10.4)

From the menu bar, select

 ▹ System Preferences... ▹ Accessibility ▹ Zoom ▹ Zoom Style: Fullscreen

My Preferences are set at fullscreen. This did not resolve my problem. I didn't check that it solved my question………. HELP!!!

The voice over tab was selected.
