HD: Download slows

Whenever I try to download something it's beginning to be very slow. My internet connection has always been very good, and fast. I ran Disk Utility it shows two different amounts of space left. One says 19 MB left, the other says 410 GB left. Could the available amount affect the performance of my computer speed? Which was is correct? What can I do to fix it?
