Unable to change my Apple ID

I am trying to change my Apple ID because it is set as an e-mail address that I will soon lose. I tried to change it to my other e-mail address, but it won't allow that because it says that e-mail is my "rescue" e-mail.

I deleted my other e-mail as a "rescue" address - and replaced it with a third e-mail address (that I never use). But, it still won't let me change - insisting that my desired e-mail is still a "rescue" e-mail.

How can I get Apple to recognize my ID as my new (and now primary) e-mail?

Thank you for the reply. The link you provided was where I tried (and failed to change my Apple ID). When I type in my new e-mail it will not allow it - and shows the Pop-Up below

It will not allow me to type in my new e-mail address - even though it is not my rescue e-mail.
