I have not been able to send SMS text messages from iPad after updating to IOS 8.2 and now 8.4. It worked fine for the past year before updating IOS. this *****!!

You need to ensure that Text Message Forwarding is activated, and that your iPhone is on and in range of your iPad.
I Assume I would find text message forwarding somewhere on my iPhone. I have looked under Settings>messages and cannot find an option to forward text messages.
The option appears only if iMessage is turned on.
iMessage is turned on both devices. iPhone and iPad.
Honestly, this is a WAG but you might wish to try a system reset. It cures many ills and it's quick, easy and harmless...
Hold down the on/off switch and the Home button simultaneously until you see the Apple logo. Ignore the "Slide to power off" text if it appears. You will not lose any apps, data, music, movies, settings, etc.

My 9-year old grand-daughter showed me how I can send text messages to her iPod!
And iPad, come to think of it.
I'm starting to wonder about the messages you had sent previously. I don't think that they were SMS messages. I think that they were iMessages. Try again but, instead of sending to a phone number, send to an Apple ID. That's how I text to my grand-daughter.
Blue text means iMessage. Green text means SMS.
I realize that you're going to post back that something did change and, in that case, I'll respond that I'm clueless.
