I have iCloud Photo Library enabled on my iPhone. I also have Optimize iPhone Storage enabled as well. I recently discovered that photos / videos have not been uploaded to iCloud for some time. Current queue is 118. I plug my device in nightly at home (wifi network connected). I've tried restarting my device. I was going to toggle iCloud Photo Storage off and back on, but unsure if selecting keep photos on device will result in thousands of duplicate photos once I re-enable the service.
Power cycling doesn't seem to help either.
