When will my iTunesU course be available for my students on an OS X or Windows device?
This is important as not all of my students have an iPad.

They won't: the iTunes U course experience is only available for iPad.
A "collection" is viewable for iTunes on OS X and Windows, but it does not offer the rich course experience. Your institution's site administrator should be able to help you create such a collection.
