Why does it keep asking to verify my account after doing it 4 times even over Apple chat support and haven't made one purchase yet?

everytime I try to download free apps asking me to verify my account so I do .. then it says download will begin yet doesn't download go to download again and it's verify my account again after doing this several times I'm fed up!!!!!!!!!!!! I even cleared my account with Apple support chat and my account was verified with them yet still the same issue! I have not purchased anything so what do I do?
