Is it possible once photo has imported a photo to my mac to delete it from the ipad but have it stay on the MAC ?

That depends on where it is on the Mac. For example, if it's in iPhoto AND has been copied to an event/album, then yes.
To give yourself confidence, take a trash photo in your iPad and copy it to the Mac. Then delete it from the iPad.
When I take a photo it goes to the "photo" app on the mac . If i add it to an album on the mac , it goes to that album on the ipad, but if i then delete it from the ipad, it also deletes from the mac, including from the album

You have to download the photos to the Mac to make sure that they are stored on the computer and not just in Apple's cloud. Never rely on any cloud storage as your only means of backup and/or storage.
I don't know the Mac Photos app well. I tried it when it first came out and decided that I'd stick with iPhoto. I have to go back to my suggestion regarding a garbage pic (one you don't care about) to use for experimentation.
Thanks for that, yes I'm using icloud photo library, I have the option set to download photos to Mac , but they still seem to be deleted when i delete from ipad. Should i be downloading them somehow differently, or should i be looking in a different place for the photos stored on the mac

I'm sorry but I don't use iCloud Photo Library with the Photos app either. I still use iPhoto and I import the photos using iPhoto or Image Capture. I wish that I could give you a better answer than that. I think this might answer the question for you.
