Good job so far in verifying your setting to be correct was a good initial step. When unable to send email messages from your iOS device, the following Knowledge Base article offers up some additional steps to troubleshoot your mail issue further:

First steps
Follow these steps first:
- To make sure that you're connected to the Internet, open Safari and go to www.apple.com.
- Log in to your email provider's website and make sure that the account is active and that you're using the right password.
- Check your email settings.
- Restart your iOS device.
- Remove the affected email account from your device with these steps:
- Tap Settings > Mail, Contacts, Calendars.
- Tap the email account.
- Tap Delete Account.
- Add your account again.
