Q: iPhoto duplicating photos?

In Macintosh HD/Users/Me/Pictures I can see my old iphoto library and my new Photos library.

Iphoto library says it has a size of 16.3GB and Photos says it has a size of 23.64GB.

Are the mac photo apps really taking up close to 40GB on my hard drive? Should I therefore delete my old iphoto library? I dont want to be using all that space on my HD on duplication.

Deleting the iPhoto library will save very little space and it is hard to get back if you want or need it in the future - it is best not to delete the iPhoto library for a few months at lease

So they definitely aren't duplicating things?

I read that article before posting but it mentioned about 'taking up little space' but 16.3GB is a lot of space on my hard drive, or maybe i'm just not understanding correctly?

The Finder is reporting what that library size would be if the iPhoto library were deleted. As long as both libraries were on the same drive when converted they both will use the same image data that is stored on the hard drive but report it separately.
