Permission Verification

I'm not entirely sure what the Permission Verification thing is supposed to say, because I can't make new folders in Finder except under the subcategories that already exist.

Is it supposed to say "Library/Printers/InstalledPriners.plist"

It says something afterwards ";should be 80, Group is 0"

Then "Permissions Differ on: {the same thing I wrote above} -rw-rw-rw; they are rw-rr-rr

I don't understand any of this please help.
