How do I use the icloud storage I pay for each month?

I pay$9.99 each month for iCloud yet cannot figure out how to store my photos on it. I've been trying for the past 3-4 months while paying the fee. Online help for storing photos is not helpful Thanks for whatever is given.

Howdy afwoods28,

Welcome to Apple Support Communities.

From what I gather, there's an issue uploading photos from your PC to iCloud Photo Library. If you haven't already, try uploading the photos from the iCloud.com website as suggested in the article below.

iCloud Photo Library FAQ - Apple Support

OS X Mavericks and earlier or Windows

You can upload JPEG photos using the Photos app on iCloud.com:

  1. Sign in to iCloud with the same Apple ID you use for iCloud Photo Library.
  2. Click iCloud Photo Library.
  3. Click Upload.
  4. Select the photos you want to upload.
  5. Click OK.

So long.
