ipad will not shut down since upgrade to 8.4

Since upgrade to 8.3 my ipad2 will not shut off - only restart.

iPad 2 Wi-Fi, iOS 8.4

Try a forced restart and after the device completely starts up again, try to shut down. Hold down the sleep and home buttons at the same time until the Apple logo appears on the screen. Then let go of the buttons. After the device fully starts up. Try powering down.

Hi, no it didn't work. I did hold it this time until I saw the apple. Then signed on and it still won't shut down. I am able to navigate with the button. This started when I updated to 8.4

You held bother buttons down until you saw the Apple logo, correct? What do you mean by you are able to navigate with the button? I don't understand that statement. I'm not sure what signing on means either or what that has to do with shutting the iPad off.
