iPhone wont keep correct time

My iPhone will not keep the right time, ever.

YES - I've set it to use automatic timezone.

YES - I've made sure my location is set properly.

YES - I've set the clock to manual

Whenever I lock my phone, my time will stay at that time that it was locked at.

YES - I've reset my phone completely. Reinstalled iOS countless times.

YES - I've reset my network settings.

I don't know what else could possibly be wrong. It's very annoying because if my phone doesn't have the right time, a lot of apple services use time to verify apps and let them work. For example, if the wrong time is present (14 hours, 12 hours, 5 hours behind) iMessages wont go through or come in until I fix the time. Then my phone will lose time again and the loop repeats.
