recovery partition missed

Depends on how old your Mac is or whether you installed the necessary update to enable Internet Recovery.

If new enough, or one that was upgradeable, just hold down cmd-opt-R and you can boot into Apple's server to Recover your system

If not, you will need the original install DVD that shipped with your Mac.

Well, that means your Mac can use Internet Recovery, but the network is too congested or some other problem with the connection.

Try restarting your Modem and Router or, directly connecting the Mac to your modem with Ethernet.
