Disabled iPad mini

Is it possible to unlock a disabled iPad without erasing it? It has never been backed up to iTunes. My son knows his passcode but the screen currently says it is disabled.

IF we do have to erase, will the apps currently saved in his icloud retain his progress in games and other info?
