I've got a 5s and it locked up. Everything I read said do a hard reset using iTunes. I tried it. It gets about 98% done then just stops and the phone turns off. Has anyone else had this issue? if so how did you get the phone to update and restore. Thanks for any help.

I'm not sure what you are calling a hard reset. iOS User troubleshooting only identifies one reset; that is holding the sleep/wake and home buttons together until you see the Apple logo and then release. Using iTunes you do a restore, either from backup or restore as new. You can see this support document for help with update and restore issues. So it goes through the iTunes restore process. Gets done on iTunes but the phone just stops and turns off again. Really confusing.
When I follow the steps on the link you provided I get through restoring process on iTunes but the phone stops and shuts off again. Then it starts the restore process over again.
itunes is also see it's serial number and ECID number.
The only thing that can be recommended is what is in that support document. If you cannot update or restore after following those steps, the final step is to contact Apple Support, or you can make an appointment at the Genius Bar of the nearest Apple store.
