imessage and facetime wont activate to my number

my imeesage and facetime wont activate to my phone number like i can send regular sms and my apple id is works with imessage and stuff but my phone number does not please help ive tried everything i can ive restored it like 7-8 times ive tried my sim in a diff phone ive called my carrier and they said its an apple problem becuz its there app and there servers i can only send sms please someone help connect me to my phone number
