Playlists won't sync between itunes and iphone via icloud

I've created a playlist on the phone, which copied to itunes via icloud. But now when I create playlists on itunes, they won't sync to iphone. Not only that, but when I edit a playlist on itunes, and sync, it'll create another copy of the same playlist (one from the iphone and one from itunes) with the same name.

I started fresh with iTunes after starting apple music.
