My IPhone's touch screen has suddenly become unresponsive. I have restarted it several times but it still won't let me swipe the screen. ITunes won't let me reset it because my 'Find my IPhone' settings are on and are only accessible from the phone. The phone is still showing signs of life: charging, showing the right time, voice control is working. Help?

Did you try to reset the phone by holding the sleep and home button for about 10sec, until the Apple logo comes back again?
If this does not work, log into your iCloud account on your computer to deactivate "Find my iPhone", then connect in recovery mode to set it back to factory settings, explained in this article:

I managed to restore the phone to factory settings but the screen is still not working. On the setup menu it just won't let me swipe😟
Since you have ruled out a software issue, the phone has to be serviced by Apple or an Authorized Apple Service Provider.
Since there is no program to change only the screen, Apple can offer you a new or refurbished iPhone 4 for a reduced price, as part of their Out-of-Warranty repair service.
