Can I set up family sharing from a Windows PC?

I don't own an iPhone, iPod or any other Apple device. However, my children do.

I would like to setup a family account for Apple music, so far I have been able to sign up for a family account but unable to create a family group anywhere.

Nothing in iCloud

Nothing in iTunes

Nothing on my profile.

Nothing on icloud.com

Support site claims:

You can use Family Sharing on your iPhone, iPad, or iPod touch with iOS 8, your Mac with OS X Yosemite and iTunes 12, or your PC with iCloud for Windows. To get started, one adult in your household—the family organizer—sets up Family Sharing, invites up to five additional family members, and agrees to pay for any iTunes, iBooks, and App Store purchases they initiate while part of the family group. Once family members join, the features of Family Sharing are set up on everyone’s devices automatically.

I realise there is a difference between use and setup.

Can this be done via Windows?

You can use one of your kid's devices to set it up.

However, if you are using Ask to Buy, you will have an issue, as those are sent via proprietary Apple notifications.

As annoying as this may be, you can't reasonably expect Apple and Microsoft to support each and every feature and function between them. Especially when it comes to paid content.

Think about it... it's entirely possible Apple asked MS for this and got told no. Apple got the sale, so has nothing to lose by allowing you to manage those Apple sales from an MS device.

First of all, Apple does not need Microsoft's support to be able to add a feature to manage family share plans in their own application. There is nothing in the operating system that would prevent them from doing that since all they need to do is open a connection to a server and send the proper data. If Microsoft were blocking Apple from doing so, you could bet somebody would have filed a lawsuit by now since it would be an unfair business practice.

Even "Ask to Buy" would be entirely possible through the iCloud for Windows application. Apple could implement their proprietary notification system in the application. As long as it's running, it would be able to receive the push notifications and respond to them. They could even have a small app that runs in the background to receive the notifications and alerts the user through the notification tray. It wouldn't be horribly difficult to code.

Back to the original question, even though it's possible, and even though this original question was 2 years old, i still don't see a way to do it. Which is stupid, because I was able to sign up for an Apple Music family plan on an Android, but I have no way to add family members to the plan. If you can't add family members without an iOS device, you should not be able to subscribe to a family plan without an iOS device. Now I'm going to have to go through the hassle of canceling.

This is just an excuse. If Apple wants to be more of a mainstream supplier (the desktop market is still owned by Microsoft) and work in a neutral environment with cross platform support. If Apple is unable for proprietary reasons to have the ability to modify it's Family Sharing functionality from Windows based programs, WHICH IT DOES OWN THE RIGHTS AND CONTROL OF, then it should allow modification from THERE INTERNAL WEB SITES that they ALSO OWN AND HAVE CONTROL OF.
