Are you syncing with iTunes or with My Photo Stream, Shared Albums, or iCloud Photo Library?
Yesterday I synced a photo album of 93 pictures from my iMac to my iPad and I noticed that the photos I synced did not appear in my camera roll,
If you are using iTunes Photo Sync: Photos you sync with iTunes will not appear in the Camera Roll, they are stored separately. And you cannot add to synced albums. Whenever you sync photos, the recently synced photos will be replaced by the new albums. - To find the System version on your Mac, use the menu in the upper left corner of the display. Go to > About this Mac.
- To find the System version on your iPad use the Settings.ap. Settings > General > About http://help.apple.com/ipad/8/#/iPad63858994

Syncing with iTunes is a very good way to get Photos and videos to your iPad. (iTunes 11 for Mac: Set up syncing for iPod, iPhone, or iPad)
You just have to take the limitations into account.
- You cannot add to synced content. When you sync, select all albums at once. Any new content you sync will replace the previous content.
- Not all videos will sync. iTunes will only upload videos that can be played on the iPad.
- The synced content is not in the Camera Roll but in separate albums.
