Safari won't open pdf

I understand that you are unable to open PDFs from Safari on your iPhone. To begin troubleshooting, there are two steps that I would suggest working through.
First, I would suggest completely quitting Safari by using the instructions in the attached article below.
Force an app to close in iOS - Apple Support
Next, restart your iPhone. The instructions for restarting can be found in the next attached article.
Restart your iPhone, iPad, or iPod touch - Apple Support
Once Safari has been quit and your iPhone has been restarted, please open Safari fresh and test opening a PDF in iBooks.

I've had the same issue using iPhone 5s iOS 8.4.1. Restart and shutting down safari didn't help.

also happening on my iPad mini 2 running 8.4.1. It won't work with safari or Mendeley... Which means I can't get work done on it. iPad mini: to big to use for a paperweight, even if it's a brick.
I fixed my problem by changing my restriction settings. I don't know where I found it but once I allowed it without restrictions (or content filtering) then it started working...

Settings:General :restrictions: allowed content: websites: all
