Q: Can see iCloud backup online but not on new phone?

My iPhone 5s was recently stolen, and today a replacement arrived from the insurance company, and I would like to restore my photos and contacts from my old phone. However, at the initial setup the only backups I can see are from my old iPhone 4 from 2014. The strange thing is, I can sign into my iCloud account online and see everything from the most recent backup before my phone was stolen. The only thing I could think of is that my stolen phone was only 16gb whereas the new one is 32gb, so has a newer verion of iOS - however this doesn't explain it letting me backup from the iPhone 4.

 

Does any one know what I should do?

    Lets take it one step at a time, because your post is a bit confused.

     

    When you log in to iCloud.com from a browser on your computer, you will not be able to see any Backups.   Backups are stored as compressed packages in iCloud, but you can not see them. What you can see through iCloud.com is whatever was synced to the relevant Apps there, Like Photos, Notes, Pages, etc... This is not a backup though.

     

    Did you ever backup to iCloud with your old iPhone 5s?  If so what iOS version was your iPhone 5s running?  Note the storage space on the iPhone has nothing to do with what version of iOS they can run.  A 16GB iPhone 5s can run the same iOS version as a 32GB iPhone 5s. The only difference is one has more storage space than the other.

     

    If the new iPhone 5s is running an older version of iOS that the one used to make the backup on the oder iPhone 5s, then you will first need to setup the new iPhone 5s as a new iPhone, and update iOS to the newest version.  You can then restore the new iPhone 5s to Factory condition and then be able to choose the backup  to restore from.
