Why can't I listen to any music when my iPods wifi is turned off?

If I'm listening to my music on Apple Music and turn my wifi off on my iPod, or turn on airplane mode, my music pauses automatically. If I go onto the music app I get a message saying "don't miss a beat. Add some music from new or for you to your library, then come back and enjoy your favorites." I'm not even able to listen to music that I bought through iTunes. But if my iPods wifi is turned on and not connected to the wifi then I can listen to my music perfectly fine without any problems. This wouldn't be a problem but I like to turn my wifi off for my iPod when I'm not using the wifi so that my iPod isn't searching for signals. What can I do to fix this? It just started today.

Streaming music from Apple Music needs connection to the internet, so if you turn off wi-fi it won't connect to the internet. You need to add music to your collection and download the tracks to your device to listen offline. Obviously, network required services like radio and connect will not work without wi-fi.

But I wasnt even able to listen to the music that i had paid for previously. Also all of my music was supposed to be available offline. Any song that I downloaded from Apply Music itself was able to be played offline. It worked for a few days and then I wasn't able to listen to any music at all while I was offline. Right now I'm in the process of making all of my songs available offline again but now this is taking up a bunch of my memory.
