Restore the library from the most recent backup and delete the copy in iCloud. An Aperture library needs to be on a locally mounted disk, formatted as MacOS Extended (Journaled). If you open an Aperture library on iCloud drive, a Dropbox, or a similar synced volume, the references in the internal databases get corrupted and the library will no longer be consistent. You risk losing data this way.
