After I upgraded to OS X Yosemite 10.10.4 I can no longer open my Photos library The photos are there but I cant see them

No thats not the problem Its not in the iphotos library it is after they have been moved to Photos I cant see them when I try to open the Photos library The photos library can not be opened
It says icloud is not turned on and to do this in preferences within Photos but I cant get at preferences because it doesnt highlight as a option to click on
Some of the time when items are greyed out in System Preferences/iCloud, it is because there is a problem with the Apple ID in use - Something has made it stop working. You can try restarting your Mac and testing again, or signing out and then back in.
Whatever you do, please come back here and report. The info may help others.
No help as I can't find where to get a copy of the 9.6.1 iPhoto program they are referring to.

You get it by following these instructions (assuming you have purchased a 9.x version in the past): Can't Update iPhoto because it is not available in the App Store
