How can I use iPad's Cellular Data Number for iMessage. It only gives me my iphone's number. It seems the number has not been activated.

You can use your iPhone's number or an email address or Apple ID.
But this happened after iOS 8, right? I used to be able to use it. I had not activated my cellular service for a while.

No. The iPad is not a cellular telephone. Its cellular telephone number is not used for anything other than to keep your accounting straight with your cellular carrier.
Remember iMessage can be performed from an iPad regardless of whether it even has a cellular capability (or is WiFi only).
My iPad 3 + 3G, I was able to use the cellular data number to iMessage.
