If you have reinstalled GarageBand and are now missing the Jam Pack instruments, see the following article and if necessary, reinstall GarageBand per the linked article.

Jul 14, 2015 9:00 PM in response to jeffd55by Mark_Borok,That didn't help, but here's something interesting I found: When I dragged all the instrument files out of the Garageband folder in Application Support and opened Garageband again, the Jam Pack instruments no longer loaded (I got a warning that those instruments could not be found, which was normal, as I had removed them from Application Support / Garageband). However, the instruments in the library (i.e. the ones that shipped with Garageband 11) were all there and played just fine.
So, to summarize, I removed all the instruments from the Garageband folder, yet Garageband was still able to find the instruments that it shipped with. It seems that it doesn't store them in the Application Support / Garageband folder. Where are they? I'm assuming that, if I move all my Jam Pack instrument files into the same place where the default instruments are, they will appear in the library.
