How do I "force quit" Safari on the iPadAir?

How do I "force quit" Safari on the iPadAir? I had the scam message on the iPad "Suspicious Activity Might Have Been Detected. . .major security issue" To fit, call Support for Apple 1 800 447 8361 immediately" Someone picks up and says "Apple" followed by tinny music. I disconnected after several minutes. Can't get rid of the message and am locked out of Safari. Please advise. Thank you.

Quickly double-tap on the Home button to bring up the task-bar. Locate the Safari image then swipe it up to kill it.

1. Open the "Settings" menu on your Home screen. 2. Tap the "Safari" tab on the Settings page. The Safari preferences screen loads. 3. Scroll down the page to the "Security" section. 4. Slide the "Block Pop-Ups" switch to the "On" position. 5. Press the "Home" button to return to your Home screen.
