How are you trying to access your iPhoto pictures?

Which version of iPhoto do you have?   Where is your iPhoto Library stored? Is the iPhoto Library in your Pictures folder or on an external drive?

To open your iPhoto Library in Photos drag the iPhoto Library onto the Photos icon in the Dock.  You need enough free space on the disk where your iPhoto library is for the migrated copy.

What exactly happens when you try that?
