In order to change countries for your iTunes Store account, it must have a zero balance. As it seems you have a positive balance, you can either purchase an item from the store while having a French credit card on file, thus bringing the balance back to zero, or if this is not possible, contact iTunes Store Support. See this article - Can't change the country of your iTunes Store, App Store, iBooks Store, or Mac App Store account
