my ipad mini was stolen just this afternoon at around 4:00-4:30 in the afternoon. Can the thief change my apple ID and password? How can I retrieve my ipad mini? Is there any other way to get it back from that bad guy?

Unless you had Settings > iCloud > Find My iPad enabled on it then there isn't any way to try and locate it. If you did have it enabled then you could try locating it either via http://www.icloud.com on a computer or Find My iPhone app on another iOS device - but that will only work if it's connected to a network.

You've reported it to the police ? You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc., and if it was a cellular model then also contact your carrier.

Yeah, I immediately went to the police after the incident. I went to the iStudio nearby and I've changed my passwords too. I did try to contact the carrier because I am pretty sure that the thief will remove and change the cellular number (nano sim). I don't think I can recover my ipad mini...(sigh)...I am very sad at the moment...huhuhu...

Thank you for sharing your ideas. Much appreciated.

You can get the serial number from its packaging, from your computer's iTunes (if you have a backup of it on it) : Find the serial number or IMEI on your iPhone, iPad or iPod touch - Apple Support

and from your support profile if you had registered it to it : https://supportprofile.apple.com/
