I wan to create a start up disk for my new Mac book pro , how do i go about . I just read online that I have to download Yosemite OS from App store ( size is around 8 gb ) .Is this the only way ?

You can not download it on a PC, if you could you would not be able to create an OS X bootable disk either. (How did you login to the App Store on a PC?)

I have high speed access in my work place , here we have windows . I cannot take personal things ( My Mac ) to office . Hence was looking to download the installer (App) in office (where wifi is restricted ,all PC's are on LAN network) and use it to create the startup disk on my Mac Pro.
I can login using my apple id in the windows PC,but I guess its no possible to download the Yosemite OS on a Windows PC.I think that its a big limitation since the Installer will never work on a Windows PC so why should Apple feel insecure.

He can certainly login to Apple Store from that Windows PC at work, and purchase whatever he wants to. Free downloads of OS X won't happen.

I stand by my comment that the brusque response by the other two ignores the hardware check done on even a Mac connected.
For example a mac mini Core Solo upgraded to a later CPU is still just 32-bit, it will run OS X 10.6.8 but is rejected for online OS X upgrades.
