How do you test a DC-in Board?

Hi,
I own a powerbook G4 which won't charge or turn on anymore, and I took it in to an Apple repair center which said they didn't even want to open it and that I should probably get a new one (they sounded pretty incompetent)...
Anyway, I decided I should do it myself, so I opened the whole thing up (without breaking it, which even impressed me).
And it seems like the DC-In board doesn't work anymore and I would like to know how to know as I don't want to buy a new one and figure out that wasn't the problem

I'm having a similar problem after changing to the replacement battery i received with the battery exchange program. I'm unsure if its the DC-in board or the PRAM battery.

I've found 2 US sites that offer spare Mac parts:
