iPhone 6: Can't Restore From iCloud Backup Without 8.4

Yes.

FIRST, go to iTunes Preferences, Devices tab, and check the box to NOT sync automatically.

Set up the phone as new. Then update it to 8.4. You can then restore the backup.

Gosh am I grateful you posted this! Otherwise I'd have been even angrier. Just got a replacement iPhone 5s and it worked.

Unfortunately, there's no way to fix it except to never ship a phone unless it has the latest version of iOS before it ships. But that means they could not have stock in advance, because an update might be released before the stock in the store or warehouse is delivered to the customer. I guess they could recall millions of phones from the warehouse to update them when a new version comes out, but that would delay shipping even further.

As to making it possible to restore a later backup to an earlier version of iOS, that's not practical either, because when, say, 8.3 is released, it isn't yet known what settings or other new data will be in a backup made with 8.4. This is just a fact of life of the computer business; in general, a backup, of say, Windows 8 cannot be restored to a computer running Windows 7.

Fortunately, there's an easy solution, and if you call, chatbot or visit an Apple store they can walk you through the required steps. Or post a question here in Apple Support Communities.
