If you saved a document to iCloud Drive on your Mac when using Pages, for example, then you can access it from the Pages app on an iPad. If you didn't intentionally set up and save to iCloud Drive, then your documents are likely not saved there. The following has information on iCloud Drive for iWork apps. It's not a backup system, if you saved a fille to the iCloud drive then a copy of it is there, otherwise not.
