How much iCloud storage did you sign up for?  Is it sufficient to hold your photos?

For a large Photos Library it may take a very long time to upload all photos to icloud. Sometimes more than a week.

Does the progress bar change at all in the Photos > Preferences > iCloud  panel?

To save space on your Mac enable "Optimise Mac Storage". But that will only take effect, after all photos have been uploaded to iCloud.

There are some items that cannot upload to iCloud at all:  Photos you imported as referenced (that are not stored in your Photos library but referenced in their original location) or media items in a graphics format that is not supported by Photos. Do you have items in the library that have not bee taken with a camera or iPhone but created with graphics programs?
