Wires on my charger were exposed. I went to apple and i was shocked because they won't replace it. I asked the lady what if it will cause fire or it will damage my phone. They advised me to purchased a new opne wherein my cable is just 8 months old. In Motorola we replace! why is it apple not concern on safety issue. Please help Apple

This is a user-to-user support forum, not Apple. My assumption would be that they didn't replace it because the warranty doesn't cover accidental damage -- but that is just my assumption. I'm also assuming that they might think that 5.1 volts is not a safety issue as that is less voltage than a 9 volt battery which has both contacts exposed and has never been a safety issue. You would need to contact Apple or maybe the manager at the store for an answer from Apple.
Warranty coverage does not cover damage inflicted by the user. It sounds like Apple felt that the damage to the cable was not a result of an actual defect in the manufacturing of the cord, but rather in how it was used (or misused).
