Q: Disk Sharing & Permissions fail

I have a drive in an external enclosure that will NOT let me change its Sharing & Permissions.

It tells me in the info page that System can Read and Write.

Everything else says Read Only and even though I've unlocked the disk, it won't take the command to change Read only to Read & Write.

Sharing & Permissions says "You can only read"

 

Then it says  "The operation can't be completed. An unexpected error occurred (error code -8076)." if I try to change anything.

 

This disk has a copy of Yosemite 10.10.4 on it and is rarely used as an external boot drive, if that means anything.

 

Oddly, the chart includes a two-head icon called "wheel" which sits between system and everyone, also marked Read Only.

Nothing in my computer is termed "wheel" intentionally. Others use terms like PeterCloud (Me) / staff / everyone, but this one seems to have wheel on its mind. Another, different external disk picked up this "system / wheel / everyone" list, but it allows unlocking and changing Read Write Privileges.

 

Another program , Blackmagicdesign Disk Speed Test says the drive is Read Only, too and won't work with it.
