Pop-up has Safari frozen

A pop up box appeared on my ipad that says," congratulations, you are todays lucky cox communications user! You have (1) prize. Click OK to get the prize now." I cant close the box without clicking OK, nor can i click on anything else in safari. I tried restarting the iPad but it came right back. What can I do? I'm not about to click "OK."
