I understand that your iPod touch will not boot past the Apple logo. I would try and restore the device through iTunes and make sure that it is on the most current iOS.
Use iTunes to restore your iPhone, iPad, or iPod to factory settings
If you are still unable to boot the iPod past the Apple logo, see the quoted section below.
If you still need help after updating, contact Apple Support.
If your iOS device restarts or displays the Apple logo unexpectedly
