My iPod shuffle won't let me sync it to my iTunes account. How do I fix it?

I want to put the music from my iPod shuffle onto my iTunes library so I can then put it on my iPhone. When I plug it in to my laptop, I can view what is on it, but can't do anything with it. How do I get the music from my shuffle onto my iTunes library?
