Why can I "Generate" certificate?

I followed the steps. I was trying to make a development certificate. I put my CSR into where it says "Upload File". It shows up, but the "Generate" key remains blurred out and I cant click it...Why wont it let me create/request the certificate? Does it have to do with the OS? This is my first time doing this, so i'm very new to this whole process.
