Blue screen flash and reboot over and over

iPhone 6 +, 3 days old, iOS 8.4, 128GB model NGAP2LL/A Within minutes of turning on , see a blue screen for less than 1 second, then black screen, then reboot. Occurs over and over when trying to go to settings to retreive info. Holding wake up button and home button doesn't correct problem. Is there a process to correct this? This is the 4th new replacement phone since October '14.
