I understand that you have a couple of different issues going on with iTunes on your Windows 7 computer.
First, I understand that you have your iTunes library backed up on an external hard drive, but are not able to access that information in iTunes.
If you would like to move this media from the external hard drive back to your computer so it can be accessed in iTunes, please read over the attached article for instructions. It sounds to me like you may be able to skip to Part 4: Add back new content, but I would suggest reading over the entire article to be sure.

If the iTunes library is on the external hard drive and you would like to access the media there, and not move it to the computer, please follow the instructions in the next article for how to complete this process.
