Just got my phone back repaired. Trying to start it up again, but cant get any further than Ireland! itunes asking me to unlock my pin but I cant get in that far

Just got my iphone 4s back from repairs. Cant get it started again. Got as far as country and chose Ireland. getting a message Your iPhone could not be activated because the activation server is temporarily unavailable. Try connecting your phone to iTunes to activate it. When I do this iTunes tells me my pin is locked. But I cant get in to unlock it

Restoring

When restoring the device, you will need to unlock the SIM card to complete the restore process. The device and iTunes display the following prompts to notify you:

To complete the restore process:

Disconnect the device from your computer.

Tap Unlock on the device.

Enter the SIM PIN to unlock the SIM card.

Reconnect the device to your computer.
