Try to launch Photos directly from the Applications folder instead of from the Dock as in this post (in response to nyronxxx_). If that works, remove the Dock icon and drag Photos back from the Applications folder to the Dock.
If that does not help, reinstall MacOS X: OS X: About OS X Recovery

I've done nothing, it was working correctly few days ago... now i get this message and can't open via Application folder or Dock Symbol...
i need to backup my Photos from my iPhone and can't do it, because the Photos.app won't start up....
An Update from 10.10.4 to 10.10.5 didn't helped...
whats the problem APPLE !?!?!
That is not the same error -it is the exact invest - are you or have you ever run the Beta of El Captain?

thanks for reply! -> I SOLVED IT !
I don't know why, but i deleted with "AppCleaner" the PHOTOS.app - afterwards i grabbed the COMBO Update .dmg for 10.10.3 and extracted the Photos.app from there to my Desktop... (with Pacifist) i tried again, and the same error showed up...
I was sure, that i have updated my Mac to 10.10.4 ... but i rechecked "About this Mac" and it showed that i have installed 10.10.3....
Maybe it happened because i deleted photos.app, i can't explain, why there was no 10.10.4 installed, i was 100% sure i installed it....
So i updated my Mac to 10.10.5 with Combo Update via AppStore.app , it took 20 min. and now back in OSX i moved the Photos.app from Desktop to Applications Folder and VOILA ! - it opens!
