Are you stating iTunes can't find the iTunes Library file but instead prompts you to find one?
With Windows XP the iTunes Library file should be located at
\Documents and Settings\username\My Documents\My Music\iTunes\iTunes Library.itl
as mentioned in About iTunes library files - Apple Support
You can have iTunes prompt which library file to use by launching iTunes with the Shift key down (Option on the Mac). iTunes: How to open an alternate iTunes Library file or create a new one - Apple Support
If you need to, you can also rebuild the library file. Please check the troubleshooting steps first as listed here:

Jul 16, 2015 5:51 PM in response to swan girlby fixerw,Updateing to 12.1 destroyed 10 year old 15'500 song library with 7000 songs added from CD and vinyl. I subscribe to iTunes match so whole family can hear cd downloads and we all get to share iTunes downloads. Nice guy from iTunes support worked a work around but also suggested that Match may not be answer for me in the future. Problem recurred when I turned on iTunes. iTunes has worked flawlessly in the past, has supported my library as a native file on my hard drive and backups, and supported my needs while encouraging me to buy dozens of Apple products for my family. This is the first awful bit of software I have gotten from Apple but may well upend 30 years of product loyalty. No malware from any site has caused this much disruption.
Good luck. Get Cory on the line at APPLE Support. Nice guy. He can help but problems will persist until Apple gets this software right.
