"Update iCloud Music Library" is greyed out

I've been having a lot of problems getting my music library/playlists to appear in Apple Music. I think there may be an issue with iTunes because "Update iCloud Music Library" is greyed out an unclickable when i go to File-->Library... Does anyone know why this would be greyed out?

Also, I've noticed that when i go to Edit-->Preferences, sometimes "iCloud Music Library" gets auto-unticked (despite me manually ticking it earlier)...

Any help would be appreciated!
